If it was me I'd pull the console and look at the system. It might be the drive gears have corroded tight and are keeping the the key from turning. That way even if you end up getting a cylinder you could verify the drive gears are lubed and operating. I usually do this on a new to me car along with reverse lock delete. I don't trust 25 year old grease .I've been known to boil the lock cylinder in water for several minutes.
