Pulling vacuum should be done whenever you open the system. It wouldn't be typical to open the system to just vacuum. In your case if you open the system it would be prudent to find why you've lost cooling function. That could be new o-rings at least and might mean new hoses, compressor or something else. That is the most environmental responsible thing to do. If you lost some refrigerant over the years and just want to top it up with a can, DYI'ers have been known to just add a can using the low side.
