Evacuating the system, and pulling a vacuum is 2 different things. You pull a vacuum to insure that the system is not leaking (holds vacuum), and to get out any moisture that may have gotten in because of a leak.
Your system could have stopped working for lots of reasons. Could be a leak, could be the clutch is not engaging (bad clutch or low refrigerant), could be the frost switch, etc. Best to have a professional diagnose it before DIYing unless you are going to do a complete overhaul yourself. Even in that event, you still have to have the system evacuated by a pro since it is still R12.
The place where these systems usually start leaking is at the compression fittings where the rubber hoses meet the aluminum tubing--especially at the fitting just to the right of the compressor. Grab the hose firmly and see if you can rotate it at the fitting. If there is any play, the hoses are toast.
If you are handy, converting a system to R134a is not too difficult. I just did it to my wife's car this past weekend. If you do it CORRECTLY, the cooling will be sufficient. Lot's of people half-ass it and then aren't satisfied with the result. You can get the AC manifold gauges and a vacuum pump from Harbor Freight, or you can rent a vacuum pump.
