The idea behind that fixed low reading initially seen on startup is basically supposed to be a load test indication for the battery, giving you advance notice of a weakening battery, or connection problems.
If you notice the number dropping in successive starts under the same conditions you normally start the car (temperature, time left sitting without driving, oil viscosity, etc.), it indicates the battery might be getting tired, or that you need to look into connections and maintenance.
It may vary from car to car, so if you mentally note what you usually see, that'll be your baseline for comparison. I generally see about 10V when I start up, but it can dip lower when it's cold out or the car's been sitting a while. When you put in a new battery and all the connections are nice and tight, that should represent the best case number.
It's not an erroneous reading, it's just extra info that they thought to provide.
