Just like some cars run and some don't, no guarantee they all read accurately. Yours probably doesn't, but you could always hook a peak reading DMM to your car and crank it, and see what the minimum reading shows, to see what the real deal is..
If you get consistent displays on your car, you could at least use it as a baseline. The point is that the reading is *intended* to indicate the loaded output from the battery.
The bottom line is most people would just go by the sound as it cranks anyway, so maybe Saab got too ambitious with this idea, since it's causing more confusion than anything else - ;-)
