When I researched this last year it seemed that Bilstein Touring would be firmer than stock Sachs, but still give a pretty good ride. The HDs, from all reports would be a lot firmer. Some here said too firm. But if you're OK with that then those are probably the best choice.
I wouldn't lower the car for your uses, and if you aren't tracking or autocrossing you really won't get much value out of shorter springs anyway. But if you have a broken rear spring you should consider replacing both rears so the car is balanced. I haven't checked lately, but I think new ones are about $90 each from eEuro.
