the belts either die from old age or from a pulley failing. It it's just the belt and you have the spare life would be easier. A pulley failure is not uncommon, according to this site and my indy.
I haven't done the belt in awhile (coming up in a week or so), but you would need a breaker bar and a socket to (slowly) compress the tensioner, and a way to keep the tension off while you route the new belt. You need to know the routing--have it on a piece of paper somewhere. Having thin forearms and smaller hands would help. And a cold engine! Once it's routed you'd gently release the tensioner and be good to go.
Not sure how easy this would be from above, as I've only done it from the side with the rear fender liner removed. But you could do it that way, too... it just takes longer. If mine died by the roadside I'd probably pull the fender liner, which I can do in 5 minutes. Trying to route the belt from above would probably take me longer.
