The belt and tensioner can be changed without removing the fender liner. Move the power steering reservoir out of the way and install the tensioner compression tool. Loosening the left hand tensioner pulley bolt before using the compression tool. Once the tensioner pulley bolt is out, the belt is free and the tensioner pulley bracket can be pivoted around to get the other bolts out with sockets or combination wrenches. The stationer idler pulley can also be removed from the top. I greatly dislike the hassle of reinstalling the fender liner, and will readily put up with the tight spaces working on the belt hardware from the top.
