Is this one of the Bosch in-tank type pumps?

Richard is exactly correct, while you're under the hood looking at your pressure guage, scratching you head, take a pair of pliers and gently pinch shut the rubber line going into your fuel filter. The pressure in the line should rise rapidly.

1) Make sure you pinch off upstream of your guage!

2) Use pliers with flat tangs that won't marr anything is best, or wrap the teeth in electrical tape first.

3) Pinch off downstream of the filter if possibly - they're rated to something over 100psi, but no sense risking blowing the thing up.
