Gary is correct about SAAB "Mechanics" disconnecting the cold start systems over the years. A bunch of old SAABS here in Maine were fitted with momentary push buttons under the dash that you held briefly while starting the car in cold weather. This was used in place of replacing the thermo time switch. So many mechanics didn't know how the system worked so they just by- passed it. Gary, wasn't there also a vacuum check valve in there somewhere? I gave my 99 manual away a few years ago, so can't check it.
