Looks to me like that's a 13 psi cap. When I googled Motorad caps, the pictures show the opening pressure stamped like that.
So the radiator cap *should* be a sealed cap. The next question is, what's on the expansion tank? And is it connected up right. Seems like that extra fitting should be capped. Otherwise, the system won't pressurize properly- it's open.
And... if the expansion tank has the correct cap- call it 5 psi or less, and it has no other open outlets so that the system pressurizes properly, then I guess the 13 psi cap at the radiator doesn't matter. If you follow... it won't open before the 5 psi expansion cap and "act" like it's a sealed cap.
And of course, the ultimate question is, is this your problem?? We'll see...
