I put my daughter in a '95 Saab 9000 with a low pressure turbo and speed has not been an issue. And I know she puts the hammer down from time to time (which she probably learned from me. Sigh.)
My other daughter is in a '99 900SE and while she likes the poke of the turbo is Miss Drive the Speed Limit. And she was the one I worried about putting in a 185 hp car!
With a '97 SE model, it's a T-5 system, and you can always unplug the (BPC) boost valve or re-route the BPC hoses to keep it at base boost--which drops the power quite a bit.
If you can fix the beast up and get it in good shape --figure on up to $1000-- (more if it needs tires) it should do the lad well. If you don't DIY you'll need a good indy who knows Saabs, and at that mileage it is a bit of a crapshoot, much of it dependent on previous maintenance.
