Go to someone with a scanner or better yet a Tech II, and get the codes pulled. Then start buying parts. AutoZone will read your codes.
The odo and temp gauge starting on their own may point to an electrical ground problem. Maybe, the SRS, too.
The CEL can be several things which is why you need to get the codes read. If you see "camshaft position sensor" it means the DI is old, but may run for awhile.
Check all the fuses for anything electrical that doesn't work, too.
ABS light could be a ground, a fuse or a sensor(s).
The rusty rotors may clean up with use. If not, you may need calipers, or at least pads. E-brake can be a bad/disconnected cables may be related to the calipers. At 197K+, the need for new calipers would not be unexpected.
You might want to consider replacing the whole exhaust unless parts of it are good. Sometimes it's worth the the extra money for NOT having to deal with the parts of it that are really stuck together.
