I would give your plan a try. This Penzoil Synchromesh is conventional gear oil, likely better than putting motor oil in the transmission. Part of your shifting problem may be due to the fact that you are a little low on gear oil in there, and the other part may be from what I have read about the factory fill saab gear oil from the 99-2001 time frame wasn't all that great. That is likely why Saab moved on the the MTF 0063. If this Penzoil oil helps the shifting out, perhaps later on you switch to the Redline MTL as budget allows.
My own 2001 gearbox gets a little sticky in cold weather before the car heats up, the Redline MTL is said to help solve that. That is why my plan is to replace my factory oil with the Redline in the near future.
