want a tire with big, open lugs (maybe even half or full studded); if mostly ice or freezing rain, you want a soft compound with a lot of sipes."
I ran 185/65/15 Gislaveds for 1 1/2 winters here in the Boston (coastal) area. We tend to not get huge amounts of snow, and it tends to be cleared fairly quickly. The Gislaveds are fantastic in deep snow, and surprisingly good on icy stuff. After numerous performance upgrades, and recognizing the local dominant conditions, I switched to 205/50/16 Pireeli Winter 210 Asymetricos. Gave up a lot of the ice performance, and some of the snow performance, in exchange for dramatically better dry road performance (steering response, traction and cornering). Not the best choice for everyone, but it works for my conditions and driving.
THINK about how and where you drive, and what compromise trade-off's you want to make.
