I talked to people at Nokia and they said that when it comes to the new "ice" tires such as certain Blizzak, Nokia, and the Arctic Alpin, it is preferable to stay with 195/60 rather then the narrower 185/65. This is because the effectiveness of the sipping, etc. is based more on contact area and in terms of ice performance a larger contact area would be better. In the case of snow rather then ice , however, a narrower tire is better. I currently use 195/60R15 Artic Aplins in a costal area which has a small amount of snow but more icy or bare pavement conditions and the Aplins work well.
