Interesting point about how traffic engineering trends play a large role. Some of the drivers that make the dog and me dive for the ditch along our road might well be quite aware of pedestrians when only 10km away in town. I live near a small city with an old core with narrow streets. It is pedestrian friendly compared to other NA cities and local drivers by and large give pedestrians, of which there are many, right-of-way at cross walks. Driving in town requires constant awareness and give-and-take with pedestrians. And a round-about (AKA traffic circle, etc) with a zipper-rule for right-of-way requires drivers to interact too -- you simply cannot navigate it with the sort of approach to driving that otherwise seems commonly practiced (red light stop, green light go, and tunnel vision in between). These are good things in my book.
