Agreed with all of the above. My anecdote....
I drive I-5 between Eugene and Portland once a week, and I have had plenty of time to notice the following:
There seems to be an inherent need to move left, left, left in the lanes- usually for no reason, and definitely not to pass, just to go left. In the sections with three lanes, the rightmost lane is almost always empty! The only place you can go the speed limit is in the right lane.
Merging from an on ramp is now officially a dead art. No one merges, they simply go the speed they want and then force you out of the lane when they get to the freeway.
And of course, the continual 'sitting' in the passing lane, going just the speed limit or below. I suspsect this has to do with a feeling of moral superiority, i.e. if I'm going what I deem to be a safe speed, that person behind be shouldn't be going faster than me anyway. Or, they just don't notice you are there or the frequent signs that say 'Slower Traffic Move to the Right'.
