The two-or-three abreast grouping can definitely be a defensive measure. My experience riding is that a significant fraction of drivers absolutely insist on passing a row of single-file cyclists, even when the road is too narrow to safely accomodate the bike, their car, and the oncoming traffic. Rather than letting off the gas for a moment, he/she 1) accelerates as he/she attempts to squeeze by; 2) pulls up alongside the long string of single-file cyclists, 3) becomes intimidated by the oncoming traffic and, unsure of the width of his/her vehicle 4) drifts into the cyclists -- who may or may not avoid contact. Scary stuff. Riding in a group 2 or 3 wide forces drivers to pass only when there is no oncoming traffic, and the pass is shorter because the group is much shorter. Also like motorcycles, when 2 abreast it is less likely someone will execute a left turn across --or into-- your bow.
Of course there are social aspects to riding two abreast too. And there are ego-tripping cyclists do it just because they damn well please. These people carry the same attitude into whatever vehicle they happen to be operating.
Group riding (even if only for defensive purposes) annoys drivers who don't understand it, and so it tends to amplify the incivility.I've stopped riding in big groups partly for this reason.
