Sounds like Egan and I hail from the same area. From my observations, the cops don't care one bit about non-speeding infractions. We have a yield for pedestrian in crosswalk law, and the cops made a big deal out of this after a few pedestrians were killed, but the other day I saw a squad car blow by a pedestrian in a crosswalk. And the cops don't use their turn signals, pull into the correct lane, or generally demonstrate good driving behavior.
My favorite is that, if the cops are planning to enforce some driving law, they announce it beforehand in a news conference. A couple of years ago they had a campaign to enforce red lights. It doesn't seem to have made any difference.
But I lost complete respect for Madison cops after they pulled over a man and his wife in labor for going 65 on the beltline (speed limit 55, but this couple was probably one of the slower drivers that day). It turned into a heavy-handed fiasco, with the cop making the couple wait at the side of the road, knowing full well she was in labor, then speaking harshly to the man when he got out to ask to be allowed to proceed to the hospital, then a long wait again, then the man pulled away to the hospital. I would have done the same. A baby born in the car is not a pretty sight. Multiple squad cars showed up to give chase and apprehend this dangerous couple. They swarmed them at a traffic light, damaged the couple's car they were so aggressive, dragged him out, only to discover a woman in labor. She was sent to the hospital and the man went to the police station. It was a big bru-haha in the papers, then it all quietly went away.
