What to do in this situation?

I was driving early (like 6:30am) Saturday morning on a two-lane highway (i.e., two lanes one way). There was a slow car in the left lane and a baby blue, brand new Lexus SUV on my right. The Lexus was close enough to the other car so that I could not pass. The Lexus just got on the highway, so I dutifully went into the left lane.
The two lane hits another freeway, so it opens to about 5 lines. The Lexus gets over one lane to the right. I shift one lane to the right, as I know that the slow car in the left lane isn't getting over (and never does, actually). I pass both cars and speed up to my normal speed. The Lexus immediately gets back in the lane I'm in and tailgates me (while talking on a cell phone!). So, I think he wants to pass, so I switch one lane to the right. He follows, continuing to tailgate. I then switch one lane to the left, and he follows. At this point, I have no idea why this person is following me and tailgating me. Also, I used turn signals for every turn and I never, ever tailgate.
What am I supposed to do in this situation? Please note that I never, ever race anyone -- I just want to put myself in a safe situation.
(It turns out that I continued at my normal speed, and the Lexus finally just blew by me and got off at an exit a little down the road.)
