Debt to Credit is a factor but I think they are looking for ratios where the debt is rather close to the credit limit. I have no idea what the magic forumula is but my impression is that below a certain ratio having an even lower ratio really won't matter. But it can be helpful to a credit score to maintain some degree of head room so it doesn't look like your maxing out.
In fact, having too much credit available can also be seen as an issue when attempting to get additional credit b/c you are seen as having the potential to go on a spending spree and aquire debt your not able and haven't demonstrated the ability to manage. This might not be a formal part of the credit score (not sure) but lenders often consider it in their evaluation.
