That it wasn't really the right thing to do is a different issue. And yes, they should have done wagon versions of cars instead. So end of the day, they created something but (surprise) managed the process badly.
Passenger-carrying trucks had been around long before we called them SUVs. GM/Ford/Chrylser just optioned them up and marketed them well--creating a perceived need and eliminating wagons. What is interesting to think about is if they had done unibody tall wagons (that we now call crossovers) instead, would those have done just as well? There are lots of people who bought SUVs because they didn't want a minivan.
