SUVs, being trucks, let automakers dodge the CAFE requirements. Coming up with wagon versions of existing cars would have required higher design and build costs. With SUVs, all they had to do was throw a body and nice interior on an existing truck frame. It was a much easier way to make money while still giving people a way to haul stuff and an alternative to minivans. If automakers had instead come out with what are now called crossovers the traditional SUV would never as been so successful.

And... wagons do NOT get worse mileage than the sedan versions of the same vehicle. Consider a Saab 9-5 for example. Real world, a sedan will get 32-34 mpg highway, the wagon 30-33. An SUV will get 19-22. Having had a Ford Exploder for seven years and a 9-5 wagon for three, I appreciate the difference.
