Broken Stove In Apartment, How Would You Handle This?

Hi guys,
So, my wife and I live in an apartment on the 2nd floor of a home. The owners are very nice (other than on this issue), and the location is very convenient for us. We've been living in the apartment since the night of Dec 5th.
On Dec 6, we tried to heat up some of our wedding leftovers from the night before. The food wouldn't heat, despite being set to 400 for over an hour and a half. This stove is really old, like 1970s at the latest - it's a "Modern Maid". I thought it was too old when we saw the place, but it looked clean and I figured it must work if they still kept it there. Anyway, when it broke we figured "no biggie, at least now we'll get a new stove". Nope, the owners tried to order a new heating element. So far it hasn't come in yet, they keep getting told by the store that it will be in soon. Apparently it's coming from Brooklyn (and we are on Long Island), so I don't see why there is a holdup. I order SAAB parts from Connecticut and they are here the next day!! Even if it does arrive soon, who knows if that will fix it. It could be the thermostat, or anything else - and the thing is 30-40 years old, so I doubt many parts are available. Also, it took my wife 45 minutes to boil water for pasta the other day (electric top - when I told them about that they said the coils get hot and red.) I keep pressing the issue nicely, and they say the store keeps telling them it's coming soon.
It's a small oven (24"). A new one is only $400 - peanuts, especially compared to our rent. We haven't had a working stove for our first month here, just about all of December now. Should we demand a new one? Ask for reduced rent this month? I wouldn't be against simply buying a new one ourselves - $400 isn't too bad, and we could just take it with us when we get a house - just not sure what we'd do w/ a small stove in a house unless we had a finished basement.
It would be nice to actually bake for Christmas.
Does it sound like we are being jerked around? What should we do? Thanks!
