I would politely ask them to replace the stove. Eating is a necessity, not a luxury.
If it's that old, it's seen it's useful service. I'd look at the back for the model number and do google search (take a picture too). If the element isn't burnt out, then it might be the wiring is toast. That might be a fire hazard. I'd ask them who is responsible if there is a wiring problem and it starts a fire (might put the fear of god in them).....In the meantime, you still need to eat, so ask them to use their stove until yours is fixed. I doubt they would like that arrangement for too long.
If that fails, I would put it in writing and have them sign a copy of the problem (you filled out a damage report when you moved in, right? and you both had to sign it?) So I'd document that you have brought this to their attention.
As a last resort, I'd get your lawyer involved and send them a letter. That way you have proof that you brought it to their attention. You could also have a trusted electrician come in and take a look and give the landlord the bill. We are landlords (not in NY) and replaced a 15 year old fridge when it wouldn't stay cold. Just normal wear and tear. Unfortunately there are slum-lords out there that don't like to spend money. Any chance you know who lived there before and why they moved? Maybe it was because of the stove! I'd google tenants rights in NY and see what your rights are. I'm confident that if you asked to share their stove that they'd replace yours right away.
