You seem to be very selective, and in some cases incorrect in your use of facts - when you present them at all.
First: please cite an authoritative source to back up your statement that "Al Gore claims to have invented the Internet". That claim is repeated over and over again by conservatives and the conservative media but there are no facts to back it up because it is not true.
Next, you claim that if the government regulated the phone system there would only be telephones in firehouses. When I was growing up in the 1960's and '70's the phone system was tightly regulated by the government. We, everyone I knew, and everyone *they* knew had a telephone. I am not aware of any adult in the town I grew up in that wanted a telephone and did not have one. Yes, most of the children didn't but somehow they managed to survive anyway ;^)
From my recollection, the cost of most things except long distance (which I'll freely admit has gotten cheaper) was lower, and the service was much better (static on the line was considered an actual problem and not just a whiny customer to be ignored). It was obvious just from looking that they spent a lot more time & resources on line maintenance and related things (like keeping tree branches away from the wires) and the result was much higher uptime. I've had more trouble with landline phone service in the last 10 years than in the preceeding 30. Also included in the cost of service (by mandate initially then optionally) was one or more telephones that were of much higher quality and durability than anything you can buy today. If you have factual information that contradicts this, please provide it.
And as far as the Inernet's capabilities, it performed what it was designed to do, and more. Exactly how much use would there have been for a 20 megabit fiber Internet connection for your TRS-80 with (dual!) 140K floppy drives? Excess capability can waste money and resources just as well as insufficient capability can.
And as far as address space goes, I don't quite understand what you're saying: RFC 791, which outlined IPV4, was published in 1981!
