While crash energy does go up by the squared of vehicle speed (E = 0.5 MV^2), actual crash speed is typically much slower than vehicle speed, due to last moment braking and most collisions being glancing shots.
An interesting braking power test, instead of the usual 60-to-0, 70-to-0, would be 100mph to 40mph (40mph is assumed to be safe crash speed, as per IIHS and government tests)
