Don,
one has to keep in mind that HID bulbs are rated for 2000 hours of technological lifespan and that HID reflectors themselves worn out just like ordinary halogen counterparts do: amalgam goes burnt out and falls off right the same way.
In other words: HID lights must be replaced just like TWC cats or windshields - not so frequent like engine oil, but nevertheless. As for the output, for HID performance doesn't really matter if goes E-coded or DOT'ed.
