Probably all you need is a new pair of HID capsules. When I had my 2002 9-5 Arc, the HIDs as bought were dismal. Like putting a parking light bulb in the headlights...
Two new capsules later... "And then there was LIGHT"... THERE was the brilliant, clear, WHITE light that HIDs are known for.
What seems to happen to them is the salts build up on the inside of the capsule, preventing light from escaping. Mine were a nearly opaque white, while the new ones were crystal clear.
BTW - buy the standard replacements, which should be 4300K or 4800K (I forget which)
