Technically if if produces AC it is an alternator, but old habits die hard and we still call them portable generators. I would be really surprised if they depend on a capacitor to hold any charge past more than a few days. That just doesn't seem possible. Keep in mind all you need is some left over magetism left over in the steel or iron in the rotor. You would almost have to try hard not to have some as the field current when running is going to magnetize that material. Only in very unusual circumstances will it ALL go away.
