In my expereince yes. Our saab gets ~27mpg in NM speed highway driving (75-85mph). Our 328i gets ~33. It picks up a little from being manual, but that's still impressive. The new bimmers with valvetronic supposedly get a 10% boost in both power and HP which means a 325i will probably pull 37mpg on the same highway trip. A GM sedan with the 3.8L supposedly gets a little over 30 on the highway at those speeds too.
I'm not trying to rag on the saab, just respond to the claims that i see that the turbos return some fantastic fuel efficency advantage. I bought the saab sort-of expecting that, and it didn't materialize. I like the car, but the turbo is not really a big selling point to me. The opel engine they use in the 9-5 is now up to 3.2L and 225hp non-turbo. That would be just fine.
