wider beam, while driving lights are low but long reaching. Fogs often are yellow or amber (but don't have to be) in color to help cut through the fog.
The blue tinted lights you're seeing are the xenon arc projection beams, or a cheap facsimile. My wife's Audi A4's low beam head lights are of this type. And when your coming head-on to it you'd swear that they're blue, but in fact from the driver's seat they are casting a briliant bright white. Extremely crisp looking (again, from the driver's perspective)
The coffee-can set may be getting these lights (extremely expensive as lighting goes -- Audi is quoting $1200+ now as an option -- it was standard when we bought the car...), or they may be buying blue tinted bulbs to simulate the Xenon projection beams. These are cheap and from what I've heard quite horrible to see with, not to mention annoying to on-coming traffic.
On DRL's, well, I hate them. They're not fogs, not driving, they're just headlights. And when they were set as DRL's on my '97 I kept burning them out. I've since de-programmed my '97 from doing that. In heavy traffic, I will sometimes run the fogs, just to make sure I'm seen. Lots of nimrods just don't see black cars from some reason. The lights help, but once out of traffic, they're turned off and remain off.
HTH. There was a thread from someone on theis board about a year ago who I believe is an optics engineer and knows MUCH more than I on the subject. I'm just speaking from my limited experience. YMMV!
