Reading Saab's literature on their electronic throttle, when you punch the throttle, the butterfly valve opens up more than your foot would have intended, but only for a brief moment until intake manifold pressure rises. This gives the illusion of reduced turbo lag, but the actual lag is still there.
The term turbo lag is often misunderstood. It is not the relatively lower power obtained at lower rpm's. The Viggen owner on this thread who discussed the fact that he gets less acceleration between 2000 and 2500 rpm, then it launches, is not experiencing turbo lag, just the shape of the engine's torque curve. Automotive magazines often make this mistake.
IMO, turbo lag is the time delay between punching the throttle and obtaining the maximum boost expected for that rpm. On my '88, when passing in a tight situation, you hit the gas a moment before you want full power, to compensate for this. On my '91, the turbo spools up much faster, so turbo lag is not as noticeable.
