In that case, I would still recommend winter "ice tires", which have a soft, porous rubber compound which is designed for icy conditions, and tread patterns suitable for snow.
Pros: Much better bad-weather handling- more likely to keep you out of harm's way (which is inevitably very expensive)
Cons: More expensive than all-season tires, less treadlife.
I live in the mid-hudson valley, and drive through the Adirondacks and Green Mts. many times every winter. I depend on my Blizzaks to keep the car between the lines and shiny-side up. I consider the tires on my car to be "safety equipment" and don't mind spending a few extra bucks on tires in order to avoid large body-shop bills.
If you have the luxury of waiting out inclement weather at home, then all-season tires should be ok.
