Your points are valid, and I have already conceded that shoes will protect my feet in the event of a collision.
However, I'm not so convinced that my sandals (or other super-lightweight shoes like wrestling shoes or cross-country flats) would do much of anything to protect me.
Last week, I went on a "short" bike ride with some friends. I was under the impression that we were going to go swimming in a nearby river, so I decided to wear my comfy sneakers (Airwalk skate shoes) instead of the extremely stiff cycling shoes which fit into my SPD(clip-in) pedals. 15 miles later, the balls of my feet were really sore from the lack of support and pressure from the small pedals. Sure, the pressure was spread over most of the front part of my foot, but I don't think my arches or toes were able to contribute much of anything to the pressure exerted through the cranks.
I'm willing to sacrifice a little comfort for safety- I *always* wear my seatbelt, but I'm sure as hell not going to wear full motorcycle leathers and a helmet. To make another analogy, I *usually* wear a helmet when I ski or snowboard. However, when I'm out in late springtime skiing bumps in 70+ degree temperatures, I leave the helmet behind because that thing heats up to the point where I feel like my brain is getting soft-boiled.
I was mainly interested in the legality of this practice. So far, I haven't been able to determine one way or another whether or not this is legal in New York. Like Jeff C., I typically indulge in this practice on long drives.
