cost of electronic fuel injection was a big factor - in the 80s a microprocessor alone was maybe 5x as much as today and for a good while Bosch was the clear leader and you'd have to pay to license their technology unless you developed your own.
And at least IMO the Japanese and Europeans had a big edge in their small displacement engine designs over the US 4 cylinder designs - better power/ltr
the US relied on a lot of pushrod designs. So the Japanese weren't as hard pressed to switch over to more costly EFI as they were still growing market share with better overall reliability and design.
I knew a guy who bought a Chevy Chevette to support the US makers and that was not a stellar small automobile. He eventually hated it. link to good article remembering the chevette and why it was even made:
