You may be confusing pulse width modulation with other things. Yes a meter will show something. Many of these things are not digital at all.
If you want a frequency, get an oscilloscope.
WIS states that the TB motor is brushless, PWM at 600Hz. The motor and TPS, combined with the ECU create a servo system.
