Highflow Catalitic Converter?

I noticed in a previous thread a blurb about a highflow cat converter.
This whole cat converter thing has me puzzled. My 74 99 had a 1985 cc motor and no cat (but only had 110 bhp) but could get 38-40 mpg in optimum conditions. My 77 99 had same motor same body, but had a cat and could only get 32-34 mpg in best conditions. My 88 C900 S had same size motor but 16v and a cat, but could only get 32-34 mpg in optimum conditions. My 94 is a C900 turbo and 5 speed and the best I can seem to do is 31-32 mpg.
I'm all about doing what is healthier for the environment, but aren't we just robbing Peter to pay Paul? The way I see it, I'm roughly using 15-20% more fuel for the cat. Does the cat really reduce emissions by so much as to warrent that much extra fuel consumption?
So is this Highflow Cat a "Highflow" or a Highflow (manufactured)?
