emit toxins. The catalytic process doesn't eliminate them. It simply reduces one aspect of the emissions to governmentally acceptable levels.
The truth is that many modern cars would meet these standards with or without a catalyst but, as the standard changes every few years, the automakers tend to "stay out in front" so as not to have to do a "reactive" re-design to meet new mandates.
The catalysts in modern systems, say beginning in the OBDII era, are a QUANTUM LEAP from the early choking ones used to clean up the cars of the late 70's and 80's. (And even some 90's models from automakers who WERE reactive. My 1991 Jaguar XJ-S V-12 had SIX catalysts installed so that it could meet tightening US emissions standards. The car was never designed to be strangled that way but, in all fairness, it was not a clean burner by design.) The later model cars are better designed on both fronts. The engines are designed for lower emissions and the catalysts are better at reducing what remains, as well as flowing a fair amount of air to maintain economy/performance.
