That is a fact - better understanding of the emissions aspect of engines (because we suddenly started caring) absolutely results in not only superior emissions quality, but improved engine output even when engines are saddled with emissions equipment.
The construction of catalysts has improved since the very early days (say, mid '70s to early/mid '80s) but hasn't changed much since then. When we first starting fitting cats to cars the whole concept was pretty new, and I'd certainly agree that those first few years of cars probably suffered from a combination of not-ideal cat construction, bad exhaust design, and primitive engine management. Things have definitely improved since then...
On a recent car ditching the cat will certainly net "some" performance improvement, but probably not much. On modern cars, you'll likely see no improvement since the engine management will lose its mind if the 2nd O2 sensor doesn't report any post-cat improvement in emissions. You may even lose performance as a result.
