SCL, (steering column lock) is the thingy that clicks each and every time you insert and remove the key and is not related to Neutral or clutch pedal switch.
Do you have a floor mat that might be tullied up under the clutch pedal?
It does not take much of lost clutch pedal travel to make the clutch switch not engage.
That's why it is good to learn how much clutch pedal travel it takes to activate that switch by keeping the key in cranking position while slowly pushing the clutch pedal down until starter is engaging.
