Each engine family has pros and cons, easy fixings and "What in the he!! were they thinking?" design features. I've driven both flavors fairly substantial/bordering on stupid mileages over the years and I'm comfortable with either of them.
That said, even if one wanted to swap a stock B23x engine into a 9-3SS, I don't believe the 23x would fit into the engine compartment of the sport sedan engine bay, length-wise. Engine management systems, cylinder head layouts (exhaust and intake locations on the cylinder heads) are completely different, to name a couple things, as well. If anything, swapping a different GM Ecotec head onto a B207 and dropping *that* into a 9-5/9-3 could be slightly easier, as I think there were head designs with exhaust and intake sides flipped, for different applications.
