Steering Lock Malfunction after sitting 6 months.

Car is 2007 9-3 CV, 2.0T, 6 speed manual.
I searched the bulletin boards and found some similar issues and solutions, but I have a couple oddities.
Problem: Car sat covered and inaccessible for 6 months. When uncovered, battery was down, but not dead. Both fobs can actuate the door locks and trunk release. When either key is inserted into the ignition switch, the Steering Lock Malfunction error pops up and says to safely bring car to stop. The key will not turn in the switch and no click under the steering wheel. Ran fine when parked and covered in Nov.
What I have tried so far:
1. charge battery to full: no change in symptoms
2. turn wheel against the lock both ways and jack up front of car to relieve any possible bind on the physical steering lock. No change.
3. Pull fuse 5 for 30 min and reinsert, lock and unlock doors, then try inserting key in ignition: no change.
4. Attempted to pull any codes with a generic code reader, but since cannot KOEOff, cannot connect.
The baffling thing to me is that the switch won't turn. Have read that most common solution is Ignition switch module which requires no Tech II reprogramming. Ready to order that next, but don't want to waste money if problem is that it needs to be reprogrammed via Tech II in the first place, which seems to be the other common thing. The real problem there is that it is in a spot that will be impossible to get a tow truck to if it needs to be towed to service shop so would like that to be last resort as it will require some engineering.
Thanks in advance for any info.
