It appears the resistive signal readback of LOck/unlock position is broken in the door lock actuator. I would suggest getting a used lock and getting out your 10mm, 1/4 drive set. Use the door handle opening not the glass removal. Lots on YouTube for procedure. I have not had any success on my SAABs when repairing the resistive feedback circuit on these, the motor drive...yes that can be done. I would suggest testing the resistive signal (pins 1 and 8) on the replacement prior to installation. Just lock unload the actuator manually and measure the two signal pin terminals terminals for the correct resistance change.
Fully latch actuator door shut completely (actuator not in car, push door latch completely closed)
Pins 1 to 8 should read ~1.8 k ohms resistance
Unlatch door, pins 1 to 8 should read ~ 460 ohms
looking at pin out on actuator directly, for part 12803478 (took these measurements from my spare, same part) Pins 4 (common lead), 7 and 9 are the dc motor drive positive, bi-directional

X Pin 8 X Blank
x Pin 7 x Pin 4
x Blank x Blank
Pins 4,7,9 are the drive motor
