IMO you should upgrade in the following order with software matched to your specific hardware configuration (VERY IMPORTANT)...
3" downpipe/cat/exhaust
open intake or high flow filter at least
turbo inlet pipe (MAF to turbo pipe)
intercooler (either drop in the stock location or front mounted)
delivery pipe (intercooler to throttle body pipe)
With these pieces and matching software you can get around 290hp out of the stock turbo. If you plan to go over this number you are looking at a turbo upgrade, either a mitsubishi TD04 18T direct replacement good for 350hp or so or a faster spooling Garrett GT28RS which is good for similar power levels to the 18T but will require more modification to install. The consensus is that anything over 300hp should have forged pistons installed for safety. These engines are somewhat prone to knocking and piston failures on tuned Trionic 7 Saabs are a bit too common for comfort.
