turn signal issue

I have a 2000 9-5 SE. The issue: my right rear blinker light is not working and is permanently stuck in an "on" position (as if it's a light and is not flashing). When closely examined, it is blinking ever so slightly. While the front right blinker and small side blinker don't blink, they are not stuck in the "on" position. The left side front, side and back all work fine. I had recently noticed as I was driving that when I turned the right blinker on, it sometimes was making a fast sound rather than the usual "tick-tock". In checking out all of the other ways to use those lights, they do all blink correctly when I put on the emergency flashers.
I just moved to the Bay Area and am a little concerned to take this in without some consultation as to what may be wrong. Logic tells me that it's the blinker arm mechanism because if it were further in the system, the left side would also be messed up. But I'm not a mechanic, so I leave the speculation to the people who know more. I'm just looking for what a mechanic may reasonably suggest as the problem. Thanks in advance for your help!
