Clogged A/C drains are a well known problem so you would think they blow air up through the lines from under the car before changing the pollen filter but then again as other says, dealers are usually fully booked for weeks and mechanics are flying over the cars to get it done and out the door as soon as possible so that they can grab another.
That's the drawback with the paysystem many and most shops are using where the mechanic only gets paid for the hours each car generates.
I one time even found a 9-5 where the left A/C drain hose had not been hooked up to the drain spout from factory. The car had been to the dealer several times and they "fixed" it each time.
When I tried to blow air through it, I noticed it was blocked and when lifting the carpet, I could tell that the drain hose had never been in contact with the drain.
Now with the 03s and up coming out from the dealers more and more, I have to tighten the left/right parking brake cable brackets to trailing arm,which were not tightened properly from factory. You would think after so many visits to the dealer for routine maintenace that those two bolts would have been tightened long ago, but no.
The same goes for the starter battery cable lug nut on many years, which is well known under torqued from factory and I still see loose ones when inspecting the car for the first time.
Yes it is a matter of going beyond the absolute necessary minimum and in a perfect world it might work.
