It's not supposed to be an art. When the operator correctly specifies the diameter and separation of the balancing circles (where the weights go) the machines will hit it "dead nuts" every time. Apparently the operator didn't input the information correctly. Sometimes if there's a lot of weight and they're using "tape" weights, the operator doesn't know how to space them for correct effect. If they make two "rows" of weight, the effective balancing circle will then be offset.
Also, many techs will "check" the balance after the weights are placed, but if the shop is busy, management may discourage them.
