You're absolutely right, they have the same specs. The problem is that I have not heard about CR123 batteries with solder tabs. You would need to install some adapters inside the siren box to hold these batteries. Mind you, you can't solder anything to the battery connectors - the original solder pins are laser welded to the battery terminals. Soldering heats the battery too much, which causes a significant decrease in life, not to mention high probability of explosion. However, mounting 2 battery holders inside the siren housing or close to it and inserting 2 CR123 batteries there should definitely work. However, going this way you might as well opt for 4 AA batteries - cheaper, easier to get, and pretty much the same amount of work.
